     Create the Task Force on Bridging the Technology Gap as a subgroup of the Kentucky Information Technology Advisory Council within the Governor's Office for Technology to study the digital divide in the Commonwealth, develop and implement a plan to bridge the gap, and establish at least 2 pilot projects; define membership; direct that the Chief Information Officer or her designee serve as chair; direct that staff and administrative assistance be provided by the Governor's Office for Technology; direct that members receive no compensation except that those members required by their task force duties to travel to Frankfort shall receive reimbursement for their actual and necessary expenses; establish 2 year terms for appointed members; establish duties; require reports to the Governor and the Legislative Research Commission by September 1, 2001, and September 1, 2004; direct that task force shall expire upon the date of sine die of the 2004 General Assembly unless reestablished by the General Assembly; appropriate $250,000; provide for the task force's existence in the event that the Governor's Executive Order 99-1359, dated Oct. 6, 1999, creating the Governor's Office for Technology and the Kentucky Information Technology Advisory Council, is not confirmed by the 2000 General Assembly.
