Direct that the Department of Education electronically transmit KRS 158.195 and the resolution to public school teachers setting legal guidelines governing elected officials and public school teachers electing to post historic displays that include the Ten Commandments; permit the posting of the Ten Commandments by public school teachers when incorporated into a historical display along with other historic documents; specify the manner in which documents are to be posted; provide that the purpose of the display shall not be to advance religion, but to illustrate how the Bible and the Ten Commandments have influenced American leaders who have shaped American law; provide that the General Assembly expresses no preference as to the version of the Ten Commandments that is displayed, or the language in which it is posted; require that a copy of the resolution be a part of the historic displays; direct the Department of Education to institute a "Read to Lead" program to familiarize students with the writings of America's leaders to show how important the Bible, the Ten Commandments, religion, and strong moral character were to those leaders; require the Department of Education to make the historic documents and materials accessible on its web site; require bodies that post historical displays to set forth by resolution or policy their secular purpose for erecting the display, and require that the purpose shall not advance religion; require that the cost of posting and maintaining displays be paid for by private contributions; require the Department for Local Government to distribute copies of the resolution to elected officials of each city and county; require the Secretary of State to distribute the resolution to statewide elected officials; require the Legislative Research Commission to remit a sufficient number of copies of the resolution for distribution by the Department of Local Government and the Secretary of State, and to give assistance as necessary to the Kentucky Department of Education.
