Encourage public postsecondary institutions to establish a scholarship for students who have earned Eagle Scout rank in the Boy Scouts.
HJR 141 - AMENDMENTS
HCS - Add eligibility criteria to the model Eagle Scout Scholarship Program that includes a candidate must have a 3.0 GPA and remained active membership in a scout troop, explorer troop or venture unit, or civil air patrol, or must have been awarded the Eagle Palms award or the Mitchell Award; and require up to 50% of the scholarships be warded to African-American youth.
HFA (1, T. Riner) - Revise provisions including the opinions expressed in the preamble, and require that the four-year public universities establish a Scouting and Civil Air Patrol Scholarship Program for Girl Scouts awarded the Gold Award, Boy Scouts achieving the rank of Eagle Scout, or Civil Air Patrol Cadets awarded the Mitchell Award and who meet the eligibility criteria of the university that may include Kentucky residency, a high ACT score, a 3.0 grade point average, active membership in the scouting unit, troop or post or squadron, and financial need; direct the university to create other eligibility criteria of equal weight to include consideration of volunteer and leadership positions that will ensure that the greatest number of African American youth will have the greatest likelihood of being awarded a scholarship.
