Urge the Governor and General Assembly to fully implement the Energy Efficiency Program for State Government Buildings passed in 1996; urge the state agencies to participate in the Environmental Protection Agency's Energy Star Building program; require the General Assembly and the Legislative Research Commission to implement a low cost/no cost energy conservation program in the Capitol and the Capitol Annex; require the General Assembly and the Legislative Research Commission to fully implement and participate in the state recycling program, particularly during legislative session.
HJR 143 - AMENDMENTS
HCS - Retain original provisions; add requirement for the Finance Cabinet to have an energy audit prepared for the space occupied by the legislative branch and develop recommendations for energy-saving measures; add requirement that the Legislative Research Commission improve energy awareness by staff and review its purchasing policies with regard to energy and recycling; delete requirement that the General Assembly and Legislative Research Commission implement a low-cost or no-cost energy conservation program
