Direct the Cabinet for Health Services to use any additional funds appropriated in the budget for fiscal years 2000 to 2002 for long-term care facilities to increase salaries for direct care personnel; require provisions contained in the Executive Budget enacted by the 1998 General Assembly relating to an increase for the nursing facility allocation be included in the budget bill; and direct that additional funds be appropriated to provide for an increase in the state supplementation program monthly payment standard to be used for a direct wage pass through program; EMERGENCY.

HCS - Direct the Cabinet for Health Services to take administrative action on appropriated funds to focus on recruitment and retention of direct care staff in nursing facilities; express recognition of the need for a prospective payment system to increase quality care; direct that if personal care homes receive an increase in monthly payment standards appropriated in the budget for fiscal years 2000 to 2002 that the additional funds are prioritized for recruiting and training direct care personnel for personal care homes; delete the original provisions except for the emergency clause.
