SB 126 (BR 1123) - J. Westwood, T. Buford

     AN ACT relating to abstinence education.
     Create a new section of KRS Chapter 158 to define abstinence education and make abstinence education the standard for sex-related education in public schools; require a parental review period for all sex-related curricula and learning materials; prohibit the demonstration or distribution of contraceptives on school property; require sex-related courses of study developed by the Department of Education to be age appropriate and based on the principles of abstinence education; create a new section of KRS Chapter 194A to require the Cabinet for Health Services to use all federal and state abstinence education funds for school and community-based grants, subject to Federal approval; require written assurance that programs receiving grants are based on the principles of abstinence education; require the Cabinet for Health Services to provide grant information to all public school districts; and permit public schools to submit grant applications developed in partnership with local public health departments, other public and private agencies, organizations, and religious institutions.
