AN ACT relating to insurance.
Amend KRS 304.2-150 to exempt information received in confidence from other jurisdictions' departments of insurance from the Kentucky Open Records Act; create a new section of Subtitle 2 of KRS Chapter 304 to establish examination authority for the Department of Insurance and to require that 10% of the moneys collected from penalties resulting from violations discovered during examinations be used for consumer education and protection; amend KRS 304.2-260 to define "workpaper"; amend KRS 304.2-270 to establish that examination workpapers are confidential; amend KRS 304.3-180 to clarify the payment deadline regarding a certificate of authority continuation fee; amend KRS 304.3-240 to establish a deadline for the annual statement for insurers; amend KRS 304.8-090, 304.33-110, 304.37-580, 56.150 and 56.160 to make housekeeping changes; amend KRS 56.080 to require the Department of Insurance to annually reappraise all state owned or controlled real property; amend KRS 56.090 to require that insurance be calculated upon 100% of the valuation for real property and for each class of personal property; amend KRS 56.110 to require an agency that has suffered loss, and the department to each select and pay an appraiser and the appraisers to select an umpire who can settle differences between the appraisers; amend KRS 56.120 to except the limit of payment, debit or credit made on any 1 subject of risk if the excess has been paid by the reinsurer, or if compensation will be made within 30 days; amend KRS 56.140 to require compliance with KRS 42.500 regarding investments; and repeal KRS 304.13-043 and 304.17-410.

SCS - Amend KRS 189.285 to remove the requirement of proof of health insurance when registering a motorcycle; amend to repeal KRS 186.865 regarding motorcycle registration requirements and health insurance requirements.
SFA (1, M. Long) - Delete Section 17 of the bill in its entirety; renumber Section 18 as Section 17; delete proposed repeal of KRS 186.865.
