AN ACT relating to economic development.
     Amend KRS 42.455 to establish the Coal County capital Access Funds in coal producing counties that elect to participate in the fund; create a new section of KRS Chapter 42 to define certain terms; create a new section of KRS Chapter 42 to establish that the Department for Local Government will be responsible for the accounting for funds allocated; create a new section of KRS Chapter 42 to set forth the procedure for a county to follow to become a participant; create a new section of KRS Chapter 42 to establish certain requirements and duties for participants; create a new section of KRS Chapter 42 to require participants to submit a plan of operation with specific elements to the Department of Local Government; create a new section of KRS Chapter 42 to require administrators of each participant to submit an annual overview report with specific information to the Legislative Research Commission and to the Department of Local Government; create a new section of KRS Chapter 42 to establish procedure to be followed by eligible lending institutions regarding acceptance and review of applications for loans; create a new section of KRS Chapter 42 to establish the requirements and duties of administrators of a Coal County Capital Access Fund regarding loan application information; create a new section of KRS Chapter 42 to establish steps to be taken by an eligible lending institution prior to filing a claim with a Coal County Capital Access Fund; create a new section of KRS Chapter 42 to require participants to maintain certain records, documents, and information; create a new section of KRS Chapter 42 to establish a penalty for prohibited acts by certain persons.
