SB 221 (BR 1609) - D. Williams

     AN ACT relating to adult education.
     Amend KRS 18A.115 and various sections of KRS Chapter 151B to move the certified and equivalent employees in the Department for Adult Education and Literacy and the assistants and secretaries attached to policymaking positions in the Department for Technical Education from the jurisdiction of the KRS Chapter 151B to the KRS Chapter 18A personnel system, effective August 15, 2000; make other technical change.

SB 221 - AMENDMENTS


     SCA (1, L. Casebier) - Include all unclassified personnel in the transfer to the personnel system under KRS Chapter 18A; make technical corrections.
     SCA (2, B. Guthrie) - Require the Collaborative Center for Literacy Development: Early Childhood through Adulthood to evaluate the reading and literacy components of model programs funded through the Adult Education and Literacy Fund; require that the technical assistance from the Department for Adult Education and Literacy to providers to develop family literacy services be evaluated on a regular basis by outside evaluators; require the Council on Postsecondary Education to establish standards for adult literacy in conjunction with the Collaborative Center for Literacy Development: Early Childhood through Adulthood; amend KRS 164.035 to require the Council on Postsecondary Education, in consultation with the Department for Adult Education and Literacy and the Collaborative Center for Literacy Development: Early Childhood through Adulthood to assess the need for technical assistance, training, and other support to assist in the development of adult education and workforce development that support the state strategic agenda for postsecondary education; and amend KRS 164.0207 to include training for adult education providers and teachers in the responsibilities of the Collaborative Center for Literacy Development: Early Childhood through Adulthood.
