SB 308 (BR 2187) - L. Casebier

     AN ACT relating to cosmetologists.
     Create a new section of KRS Chapter 317A to require licensed cosmetologists and nail technicians to practice in salons licensed by the board; exempt licensees exclusively practicing in a licensed barber shop; permit licensees to offer services to people residing in long-term-care facilities, temporary living accommodations, assisted living communities, hospice situations, or who are physically confined to their homes due to illness or age, or are deceased and in the care of a funeral establishment; give the board the authority to promulgate administrative regulations.

SB 308 - AMENDMENTS


     SCS - Retain original provisions; clarify that persons practicing in salons licensed by the board shall hold active licenses; add the provision that licensees authorized to perform services outside salons shall also practice in licensed salons; add the provision that prior to rendering services outside salons, licensees obtain the permission of the owner or administrator of the facility where the services are to be rendered.
     SFA (1, D. Kelly) - Amend KRS 317A.050 to remove the requirement for continuing education for license renewal.
     SFA (2, D. Kelly) - Amend KRS 317A.050 to remove the continuing education requirements for license renewal; create an option for advanced certification to applicants for renewal who show proof of continuing education, set the clock hours required for advanced certification for instructors at 8 hours and cosmetologists and nail technicians at 6 hours.
