SB 310/FN (BR 2110) - D. Adams, E. Tori

     AN ACT relating to the Crime Victims Compensation Board.
     Create a new section of KRS Chapter 346 to allow a one time payment for reimbursement of relocation expenses for victims of domestic violence or child abuse; create a new section of KRS Chapter 346 to provide that a claimant must have a minimum claim of one hundred dollars before applying for aid from the Crime Victims Compensation Board; amend KRS 346.020 to include pedestrians among victims of crime and to delete reference to needy persons; amend KRS 346.080 to provide that a victim ask the board to reconsider its final decision before appealing to the circuit court; amend KRS 346.130 to provide for mileage reimbursement, limits on mental health counseling, and to increase the amount of compensation for lost wages; amend KRS 346.140 to prevent a victim from receiving compensation for the same damages from both the fund and a third source such as insurance.

     SFA (1, D. Adams) - Amend to clarify language relating to pedestrians, to replace restrictions on mental health restrictions with authority to promulgate administrative regulations thereon, and by deleting language allowing an award to be reduced where financial hardship will not result.
