SB 317 (BR 2048) - J. Westwood

     AN ACT relating to exceptional children and youth.
     Amend KRS 158.150 to define the terms under which a suspension of an exceptional child is considered a change of educational placement; and require that educational services not be terminated during a suspension after an exceptional child has been suspended for more than a total of ten days during a school year; amend KRS 157.200 to make changes to the definitions of "exceptional children and youth," " other health impaired," "multiple disability," "autism," and "related services"; change "physically disabled or orthopedically impaired" to "orthopedic impairment" and make a change to the definition; change "communication disorder or speech or language impaired" to "speech or language impairment" and make changes to the definition.

SB 317 - AMENDMENTS


     SCA (1, D. Karem) - Retain original provisions of the bill, except change the definition of "orthopedic impairment" to mean a physical impairment of bone or muscle which adversely affects educational performance to the extent that specially designed instruction is required for the pupil to benefit from education.
     SCA (2, J. Westwood) - Restore original language in the definition of multiple disability.
     HFA (1, C. Walton) - Amend KRS 157.196 and 157.220 to require that administrative regulations and interpretations regarding exceptional children shall not exceed requirements of federal law.
