AN ACT relating to public contracts.
     Create a new section of KRS Chapter 45A to define "state or local purchasing authority;" prohibit a state or local purchasing authority from entering into a contract that requires the authority to share with the contractor all data it collects or maintains; require any contract requirement for sharing data to specifically list the data to be shared and the uses the contractor may make of the data; declare that data shared with a contractor continues to be the purchasing authority's property and prohibit its being given, traded, sold, or shared with another person or entity except as set forth in the contract; deem future contracts void if not in compliance.
