AN ACT relating to highway projects.
     Create a new section of KRS Chapter 176, relating to the Department of Highways, to define terms; require the Transportation Cabinet to establish guidelines for construction projects eligible to include the use of incentives and disincentives; require criteria to be developed on how incentives and disincentives will be calculated; require the criteria to include an evaluation of the economic impact on businesses located in a highway construction zone; provide for incentives and disincentives to be in addition to liquidated damages established in a highway contract; establish a cap on incentive payments.
