SB 76 (BR 883) - J. Westwood, V. McGaha
AN ACT relating to school-based decision making councils.
Amend KRS 160.345 to delete the requirement that teacher representatives on school-based decision making councils be Kentucky residents; allow a school district employee working at a different school to be a parent representative on a school-based decision making council; require school-based decision making councils to adopt a policy to be implemented by the principal regarding procedures to assist the council with consultation in the selection of personnel by the principal.
SB 76 - AMENDMENTS
SCA (1, J. Westwood) - Require procedures that address situations in which members of the council are not available for consultation on hiring new employees.
HFA (1, M. Treesh) - Retain original provisions except delete the requirement that special terms of parent representatives be limited to two years; delete the prohibition of consecutive terms; and add a requirement that by November 1 of each year that the principal report to the Department of Education the names and addresses of each council member and verification that each has completed the required training.
HFA (2/P, H. Anderson) - Include a community representative as a member of a school-based decision making council; require that the principal or administrator be a non-voting member except in the event of a tie vote.
HFA (3/P, H. Anderson) - Require a local school district superintendent to recommend to the school council no fewer than 3 principal candidates and honor all requests of the council to provide additional candidates
