AN ACT relating to voting assistance and declaring an emergency.
     Amend KRS 117.255 to allow a voter with mental or emotional disability not having resulted in the voter's having been adjudged mentally disabled by a court of competent jurisdiction to apply for and receive voting assistance; EMERGENCY.
