HB 103 (BR 182) - R. Damron
AN ACT relating to the inspection and certification of on-site sewage disposal and declaring an emergency.
Amend KRS 211.350 to allow licensed civil engineers to inspect and certify on-site sewage disposal systems; amend KRS 211.360 to require licensed civil engineers that inspect on-site sewage disposal systems to be certified as inspectors by the Cabinet for Health Services; declare an EMERGENCY.
HB 103 - AMENDMENTS
HCS - Amend KRS 211.350 to allow licensed professionals in private practice to perform inspections and certification of on-site sewage disposal systems; relieve local health departments of liability for inspections performed by licensed professionals in private practice; amend KRS 211.360 exempting licensed professionals in private practice from Cabinet for Health Services training requirements; and declaring an emergency.
HFA (1, R. Damron) - Amend to allow private engineers to perform site evaluations and system designs; final system installation inspection to be performed by local health department; release local health department from liability for site evaluation and system design failures; delete Section 2 concerning certification and training of installation personnel.
HFA (2, R. Damron) - Amend HCS to allow private engineers to perform site evaluations and system designs, final system installation inspection to be performed by local health department, release local health department from liability for site evaluation and system design failures; delete Section 2 concerning certification and training of installation personnel.
HFA (3, F. Nesler) - Amend to prohibit a professional engineer from inspecting and certifying an on-site sewage disposal system owned by himself, owned by an employee or partner of his engineering firm, or on property owned by the engineering firm.
