HB 123 (BR 51) - T. Burch

     AN ACT relating to the welfare of children.
     Amend KRS 403.213 to add parent representatives and a child advocate to the child support guidelines review commission.

HB 123 - AMENDMENTS


     HCS - Retain original provisions, except clarify that new members to commission shall be parents and not representatives of parents, who shall serve until a change in status; and allow for appointment of new members by the Governor from a list to be submitted by the Cabinet for Families and Children.
     SCA (1, R. Stivers) - Amend to change the standards that a court employs in determining modification of a child custody decree.
     SFA (2, D. Adams) - Amend to change the standards that a court employs in determining modification of a child custody decree; require the court to rely on evidence in addition to affidavits when making certain child custody decree determinations.
     SFA (3, R. Stivers) - Amend to change the standards that a court employs in determining modification of a child custody decree; require a motion and supporting affidavits before a court modifies a child custody decree.
     SFA (4, R. Stivers) - Amend to change the standards that a court employs in determining modification of a child custody decree; require a motion and supporting affidavits before a court modifies a child custody decree; EMERGENCY.
     SFA (5/Title, R. Stivers) - Make title amendment.
     CCR - Conference Committee could not agree and requested Free Conference Committee be appointed.
     FCCR (Majority Report) - Adopt HB 123/GA and SFA 5 (title); amend KRS 403.340 to define "custody" for purposes of modification of child custody order; and require court hearing on change of circumstances and modification to consider additional factors set forth in KRS 403.270(2) in determining the best interests of the child; EMERGENCY.
