AN ACT relating to telephone communications with state government entities.
Create a new section of KRS Chapter 12 to direct state executive branch agencies to reduce reliance on automated telephone answering systems; require telephones to be answered during business hours by an employee or by an automated answering system that meets standards specified by administrative regulation of the Governor's Office for Technology; direct standards to include option in first part of automated menu for caller to speak to an operator; require administrative regulation to also include standards for answering phones; direct the Governor's Office for Technology to report to the Interim Joint Committee on State Government on standards and on progress in reducing reliance on automated telephone answering systems; allow agencies with fewer than five employees to use voice mail to answer phones.
