AN ACT relating to recyclers.
     Repeal, reenact, and amend KRS 177.905 to 177.950 governing automobile, vehicle, machinery, and material recyclers, to transfer the program from the Transportation Cabinet to the Cabinet for Natural Resources and Environmental Protection; create a new section of KRS Chapter 224 to establish a penalty; amend KRS 177.978 and 177.990 to conform.
