AN ACT relating to the treatment of prisoners.
     Create a new section of KRS Chapter 197 to create standards for the treatment of prisoners; create a new section of KRS Chapter 441 to create standards for the treatment of prisoners; require the Criminal Justice Council to study and make recommendations to the General Assembly not later than September 1, 2001 on selected prisoner rights issues.
