HB 281/CI (BR 1107) - J. Crenshaw, P. Bather, S. Baugh, P. Clark, B. Colter, J. Jenkins, M. Marzian, R. Meeks

     AN ACT relating to restoration of civil rights for convicted felons.
     Create a new section of KRS Chapter 196 directing the Department of Corrections to promulgate regulations that provide a simplified process for eligible felony offenders to apply for the restoration of their civil rights.

HB 281 - AMENDMENTS


     HCS/CI - Retain original provisions, except make a technical correction in Section 1; provide that notice is to be given to the Commonwealth's attorney in the eligible offender's county of residence, setting out the criminal case number and charges for which offender was convicted.
     HFA (1, J. Crenshaw) - Amend to add provisions requiring the felon to apply for a restoration of rights rather than making the restoration automatic.
     HFA (2, K. Upchurch) - Retain original provisions, add provision providing that Department of Corrections cannot provide restoration of rights information to felon convicted of sexual offense involving a child victim or incest.
