AN ACT relating to electronic mail.
     Amend KRS 434.840 to define "Electronic mail service provider"; amend KRS 434.845 to make transmitting unsolicited bulk electronic mail one of the crimes known as unlawful access to a computer in the first degree; create a new section of KRS Chapter 411 to establish a civil cause of action for a person or an electronic mail service provider injured through the transmission of unsolicited bulk electronic mail.
