HB 318 (BR 928) - J. Adams, R. Wilkey, B. Buckingham, L. Clark, C. Hoffman

     AN ACT relating to coordinating infrastructure development for state, regional, and local governmental agency purposes.
     Create new sections of KRS Chapter 147A to state the legislative intent, define terms, and require coordination on a regional basis of infrastructure development plans to prevent inconsistencies, inefficiencies, and duplication of services throughout the Commonwealth; utilize the area development districts for repositories and for plan reviews as prescribed; permit the respective ADD board of directors or a committee to resolve conflicts or inconsistencies within 75 days or be referred to the commissioner of the Department for Local Government who shall conduct investigations as prescribed; and permit DLG to promulgate administrative regulations as necessary for implementation.

HB 318 - AMENDMENTS


     HCA (1, J. Adams) - Amend to redefine "infrastructure" to include those facilities used for regional community development purposes, regional industrial or business parks, water or sewer treatment facilities, regional solid waste landfills, regional recreational or tourist attractions, or other facilities as requested by a unit of local government; delete the inclusion of health facilities, community service facilities, and public or private multifamily or single family housing developments in the definition.
     HFA (1, H. Collins) - In Section 2 amend the definition of "infrastructure" to delete privately owned structures or facilities and make a conforming amendment; in Section 3, subsection (3), delete paragraph (b) in its entirety and delete subsections (4) and (5) in their entirety; delete Section 4 in its entirety.
