     AN ACT relating to the operation of a motor vehicle.
     Create a new section of KRS 186.400 to 186.640 to prohibit a licensed driver under the age of 18 from operating a motor vehicle between 12 midnight and 6 am unless accompanied by a licensed driver over the age of 21, to restrict drivers who receive an operator's license prior to their 18th birthday from carrying more than one passenger under the age of 18 for the first six months that the license is valid, and make exception for immediate family; amend KRS 186.410 to require applicants for a permit who are between the ages of 16 and 18 to complete a driver training course prior to taking the license examination rather than within one year of receiving their license; amend KRS 186.412 to require that the parent, guardian, or other responsible party who signed a minor's permit application under KRS 186.470 attest to the applicant's completion of at least 30 hours of driving experience before the applicant is able to take the license examination, require the Transportation Cabinet to develop a uniform system or forms to record the testimony; amend KRS 186.470 and KRS 186.574 to conform; amend KRS 186.990 to classify noncompliance with Section 1 of the Act as a violation; delay effective date to January 1, 2002.
