AN ACT relating to the Auditor of Public Accounts.
     Create a new section of KRS Chapter 43 to require expenses incurred by the Auditor of Public Accounts in auditing or investigating a state or local agency or other entity, at its request or when required by statute, to be paid by the agency or entity; exempt audit work required by standards governing the audit of the Comprehensive Annual Financial Report and other expenses provided for in the biennial budget; require the Auditor to maintain a record of time and expenses incurred in each audit and investigation; amend KRS 43.050 to permit the Auditor to promulgate administrative regulations to implement KRS Chapter 43; amend KRS 43.070, relating to failure of a fiscal court to pay an audit bill from the Auditor within sixty (60) days, to direct the Secretaries of Finance and Administration and Revenue to withhold any moneys due the fiscal court until the Auditor has received full payment, rather than to deduct payments from a tax on marriage licenses until the amount due is paid in full.
