AN ACT proposing to create a new section of the Kentucky Constitution relating to a trust fund to support health-related expenditures.
     Propose new section of the Kentucky Constitution to establish a Commonwealth health trust fund for meeting the health-related needs of the people of Kentucky, trust fund to be funded by a 1% surtax on retail all sales within the Commonwealth, funds to be appropriated biennially in the budget to the trust fund for the public purpose of meeting the health-related needs of the people of the Commonwealth and for no other purpose; submit to voters; require General Assembly to implement.
