AN ACT relating to health insurance.
Create new sections of Subtitle 17A of KRS Chapter 304 to require a purchasing outlet to register with the Department of Insurance; define a "purchasing outlet" as a non-risk-bearing entity that provides health benefits through one or more insurers to one or more eligible individuals; require the commissioner to act on a application filed by a purchasing outlet within 180 days; establish grounds on which the commissioner can deny, refuse to renew, suspend, or revoke an application or existing certificate; establish duties of a purchasing outlet which include providing premium collection services for health benefit plans, developing standard enrollment procedures, preparing an annual report, and maintaining a trust account; require contracts between outlets and insurers to specify how premiums will be transmitted, penalties, and grace periods; require contracts between outlets and employers to provide that the outlet shall be the policyholder of the health benefit plan on behalf of enrollees, and the insurer will issue a certificate of coverage that specifies the essential features of the plan's coverage.
