     AN ACT relating to reorganization.
     Create new sections of KRS Chapter 154 to establish the Eastern Kentucky Exposition Center Corporation as an independent, de jure municipal corporation and political subdivision of the Commonwealth which shall be a public body corporate and politic; require the corporation to develop, operate, and manage the exposition center; attach the corporation to the Finance and Administration Cabinet for administrative purposes; direct that employees be considered state employees for the purpose of participating in the Kentucky Employees Retirement System; create a 7-member board of directors appointed by the Governor; establish terms and causes for removal; establish powers and authorities of the board; permit board to establish an executive committee and employ an executive director; establish the powers and duties of the corporation; require all revenues and contributions to be used solely for defraying the expenses of the exposition center, including payment on debt; the cost of management and operation of its facilities; the creation of an adequate reserve for repair, replacement, debt service, and capital improvements; the procurement of insurance; and promotional activities; require the Auditor of Public Accounts to conduct an annual audit of all funds of the corporation and its affiliated entities and report to the Governor and the Legislative Research Commission; amend KRS 12.020 and KRS 42.016 to conform; confirm Executive Order 2000-874, dated July 5, 2000.
