AN ACT relating to towing.
     Repeal, reenact, and amend KRS 189.480, relating to towed vehicles, to require all motor carriers towing a vehicle to conform to federal motor vehicle safety standards established under Title 49 of the Code of Federal Regulations and KRS Chapter 281; establish standards and prohibitions on all other types of motor vehicles towing units upon a public highway; create a new section of KRS Chapter 281, regulating motor carriers, to require the Transportation Cabinet to promulgate administrative regulations to establish safety training for persons operating a motor carrier that operates a towing vehicle; provide for the safety training to be in addition to requirements necessary to obtain a commercial drivers license; amend KRS 189.990, relating to penalties for traffic violations, to conform; repeal KRS 189.060, relating to lights on vehicles in tow and projections.
