AN ACT relating to state-owned vehicles and making an appropriation from the proceeds of the sale thereof.
     Create a new section of KRS Chapter 44 to prohibit the assignment of state-owned motor vehicles to individual state employees, except cabinet secretaries, unless the employee uses the vehicle for at least fifty percent (50%)of his actual work hours; require the disposition of motor vehicles assigned to nonqualifying employees by transfer to law enforcement, transfer to the state motor vehicle pool, or sale as surplus property; require proceeds from sale of surplus vehicles to be placed in a Medicaid trust account in the State Treasury and not to lapse; amend KRS 44.045 to conform; appropriate to the Medicaid program all funds in the trust account from the sale of the state-owned vehicles.
