AN ACT relating to Medicaid.
     Amend KRS 205.6310 to require the Cabinet for Health Services to examine emergency room usage within the Medicaid program to determine if safeguards against overutilization may be implemented, and require the cabinet to promulgate administrative regulations upon approval of the Medicaid Advisory Council; amend KRS 205.6320 to require the cabinet to explore effective patient care management requiring extended use of a gatekeeper for referral services; require introductory class of at least 30-minute duration for each Medicaid recipient concerning appropriate aspects of the Medicaid program, including coverages, fraud and abuse, and good health; require the cabinet to publish educational materials relating to Medicaid.
