SB 185/LM (BR 1424) - R. Stivers
AN ACT relating to elections.
Amend KRS 116.025 to provide that a registered voter changing his residence to a different state while the registration books are closed in the new state before a presidential election shall be permitted to cast an absentee ballot for President and Vice President only, by mail or in the county clerk's office; amend KRS 116.035 to change references to non-gender specific terms; amend KRS 116.045 to provide that if the last day of registration falls on Saturday, Sunday, or holiday, the registration term extends to the next day that is not a Saturday, Sunday or holiday; amend KRS 116.0455 to provide that the circuit clerk shall provide a declination statement to the county clerk of applicants declining to register to vote; amend KRS 117.045 to increase election officer pay from $60 to $100 per election day served; amend KRS 117.0551 to provide that a precinct boundary shall coincide with a property boundary; amend KRS 117.187 to increase election officer training reimbursement from $10 to $25; and to require special training in election law for county clerks following each legislative session; amend KRS 118.045 to provide that flags shall be purchased for each voting location in the county.
SB 185 - AMENDMENTS
SCS/LM - Delete the provision that a precinct boundary coincide with a property boundary.
HCA (1, A. Arnold) - Delete election officers' election day pay and training reimbursement increase.
HFA (1, B. Yonts) - Add new Section amending KRS 23A.020 relating to Judicial Circuits to redefine the 29th Judicial Circuit as Adair and Casey counties; redefine the 40th Judicial Circuit as Monroe, Cumberland, and Clinton counties; create a new 57 Judicial Circuit comprised of Russell and Wayne counties; Amend KRS 23A.040 to provide one additional circuit judge for the 4th Judicial Circuit of Hopkins county, the 41st Judicial Circuit of Clay, Jackson, and Leslie counties, and the 51st Judicial Circuit consisting of Henderson county; amend KRS 24A.050 relating to Judicial Districts with two district judges to add one additional judge for the 5th Judicial District consisting of Crittenden, Union, and Webster counties and to add one additional judge for the 37th Judicial District consisting of Carter, Elliott, and Morgan counties. Effective April 1, 2002 and for the Fourth Judicial Circuit upon a certification of need by the Supreme Court.
HFA (2/Title, B. Yonts) - Amend the title to be AN ACT relating to the government of the Commonwealth of Kentucky.
