AN ACT relating to economic development.
Amend KRS 154.22-040 to extend Kentucky Rural Economic Development Assistance to companies for a second year, rather than one year, following the year in which the authority decertified a county.
SB 34 - AMENDMENTS
HCS - Retain original provisions; add section 2 to create a new section of KRS 353 to require the Department of Mines and Minerals not to permit drilling operations in state or interstate parks with out compliance with all federal and state laws and has the approval of the agency with jurisdiction over the park that the reclamation plan minimizes damage to the park; add section 3 to authorize and appropriate $750,000 in fiscal year 2001-2002 for the revitalization of the Knott Co. jail from the Local Government Economic Development Fund money from the respective single county account; add section 4 for an emergency clause due to immediate threats to state and interstate parks from drilling operations.
HCA (1/Title, R. Palumbo) - Make title amendment.
HFA (1, F. Nesler) - Amend to add a new Section 2 to the bill to create a corporate industrial haul permit; provide for a corporate permit to be an annual permit that is issued to the owner of a business for $250; provide for a corporate permit to be valid regardless of the number of vehicles accessing the business to either deliver industrial materials or to leave the premises of the business with industrial materials that will be delivered to a different location or business; permit the Transportation Cabinet to require a bond for a corporate permit and establish the terms and conditions of the bond by administrative regulations.
HFA (2/Title, F. Nesler) - Amend the title to read as follows: "AN ACT relating to methods of achieving economic development."
HFA (3, K. Hall) - Retain original provisions; add section 2 to create a new section of KRS 353 to require the Department of Mines and Minerals not to approve a permit for drilling operations in areas where wild river, a state park or place listed on the National Register of Historic Places without adequate screening and other measures to ensure compliance with all federal and state laws and the approval of the department under KRS 353.5901 and any administrative regulations promulgated thereunder.

Turner) - Amend 2000 Kentucky Acts Chapter 549 to clarify the description of community development projects 308 and 309; amend 2000 Kentucky Acts Chapter 549 to provide funding for coal severance tax projects in Harlan County; provide that the 1998 appropriation to Kingdom Come Economic Industrial Development Authority in 1998 House Bill 321 may be used for the purchase of equipment; provide that the provisions of Section 2 and 3 of this Act shall supersede and prevail over any conflicting provision of the 2000-2002 State/Executive Budget Memorandum.
