AN ACT relating to income taxes and declaring an emergency.
     Amend KRS 141.010 to exclude any amount received from funds of the Community Credit Corporation for Tobacco Loss Assistance Program as a result of a reduction in the quantity of tobacco quota allotted; apply retroactively to taxable years beginning after December 31, 1999; EMERGENCY.
