AN ACT relating to the issuance of county debt.
     Amend KRS 11.400 to remove the Lieutenant Governor from the County Debt Commission; amend KRS 66.310 relating to hearing procedures and require the state local debt officer to provide notice of the hearing under KRS Chapter 424 on a proposed bond issue by county; allow presentation of evidence; require a finding of facts and preparation of a decision by the state local debt officer; set out criteria for denial of bond issues; provide for an appeal of the decision of the state local debt officer granting the bond issue to be in the Circuit Court of the county seeking to issue bonds; exempt the state local debt officer from being named a party to an appeal; permit an appeal of a decision denying a bond issue to remain in Franklin Circuit Court with the state local debt officer required to be a party; require that an appeal shall be on the record; repeal KRS 66.300 creating the County Debt Commission.
