HB 106 (BR 155) - C. Belcher, R. Damron, T. Riner
AN ACT relating to a child identification program.
Amend KRS 186.412 to require the Transportation Cabinet to implement a child identification program for children ages 2 to 15; require a color photo ID and a means to store and retrieve child information; require a fee of $4 to be charged for the card; require a Social Security number and birth certificate for the card application; require the card to contain a child's name and the number of the Kentucky Missing Person Clearinghouse; require the card to expire every 2 years.
HB 106 - AMENDMENTS
HCS - Retain provisions of the original bill with the following exceptions: make ID valid for 4 years instead of 2 years; allow for IDs to be updated with a current photo and information at a cost of $4, with the fee to be distributed evenly between the Transportation Cabinet and the Administrative Office of the Courts; specify that the descriptive data and a photo image of the child shall be stored in the Kentucky Driver's License Information System and subject to the provisions of the Federal Driver Privacy Protection Act; specify who may access and use the data in the system; EFFECTIVE January 1, 2003.
HFA (1, C. Belcher) - Specify that $2 of the $4 fee for initial and replacement child IDs be retained by the circuit clerk to defray administrative expenses of the program rather than go to the Administrative Office of the Courts.
SFA (1, R. Stivers) - Specify that the administrative fee for the child identification program is to be returned to the Administrative Office of the Courts and add a subsection to provide that fees designated under this section for use by the Administrative Office of the Courts shall be used for deputy clerks.
SFA (2, R. Stivers) - Specify that the administrative fee of the circuit clerks for the child identification program is to be placed by the Administrative Office of the Courts in a trust and agency account and used to hire additional deputy clerks and enhance deputy clerk salaries.
SFA (3, E. Tori) - Add a new Section 2 to require the Transportation Cabinet to request a waiver from the Federal Highway Administration to use pigmented binder materials in a demonstration project at a school crosswalk; upon the waiver being granted, require the Senate Veterans, Military Affairs, and Public Protection Committee to direct the cabinet where to conduct the demonstration project; renumber existing "Section 2" as "Section 3".
SFA (4/Title, E. Tori) - Amend the title to read as follows: "AN ACT relating to transportation.".
