HB 108/FN (BR 1236) - Ji. Lee
AN ACT relating to public health departments.
Amend KRS 211.005 to specify that the role of the Department for Public Health includes data collection, identification of health risks, and establishment of policies to reduce health risks; specify mandated services of the state department and local health departments; permit personal preventive services to the extent that funds are available; require state department to promulgate administrative regulations; cite as the Kentucky Core Public Health Act.
HB 108 - AMENDMENTS
HCS/FN - Retain original provisions except clarify that the duties of the Department for Public Health and all local health departments include personal preventive services to the extent funds are available; permit billing to Medicaid, Medicare, and other third party payors for personal preventive services; permit seeking additional sources of revenue for personal preventive services or other unmet public health needs.
SFA (1, J. Denton) - Create a new section of KRS 205.510 to 205.645 to require adult day health care programs to provide services only during the posted hours of operation.
SFA (2/Title, J. Denton) - Make title amendment.
SFA (3, J. Denton) - Create a new section of KRS Chapter 436 to provide that nothing in the chapter shall be construed to restrict areas of scientific research or treatment not specifically prohibited by federal regulation, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.
SFA (4, J. Denton) - Create a new section of KRS Chapter 436 to provide that a person who performs human cloning or ships or receives embryos produced by human cloning shall be civilly liable in an amount not less than $50,000, rather than $1,000,000, and not greater than double the amount equal of gross gain, if that amount is greater than $50,000, rather than $1,000,000.
