AN ACT relating to mining.
     Create a new section of KRS 350.010 to 350.275 to require a person applying for a permit to strip or steep slope mine any mineral except coal to obtain an ordinance from county fiscal court that states that county road conditions will not be degraded by the increased truck traffic associated with the mining activity; request that the person submit a transportation impact plan to the cabinet if the person cannot obtain an ordinance from county fiscal court; establish application procedures for submitting and reviewing the transportation impact plan; amend KRS 350.062 to include a transportation impact plan in the submission requirements if the applicant fails to obtain a county ordinance that states county roads will not be degraded by truck traffic associated with the permit application.
