AN ACT proposing to amend Section 170 of the Constitution of Kentucky relating to the finances of the Commonwealth.
     Propose to amend Section 170 of the Constitution of Kentucky to exempt unmined minerals from property taxation; apply exemption to unmined minerals with tax assessment dates on or after January 1, 2003; submit to voters.
