AN ACT relating to prescription drug discounts.
     Create new sections of KRS Chapter 211 to define terms; establish the Healthy Kentucky Prescription Drug Program; establish requirements of the program; authorize promulgation of administrative regulations; require retail pharmacies to provide prescription drugs to eligible individuals at the same price paid by Medicaid minus any discount established by the Department for Public Health; require the department to negotiate drug rebates from pharmaceutical manufacturing companies; authorize the department to use the rebates for administration of the program and reimbursement of the discounts provided by retail pharmacies that are beyond the Medicaid price; and establish the Healthy Kentucky Prescription Drug Program fund.
