AN ACT relating to services to individuals with mental illness, alcohol and other drug disorders, and dual diagnoses, and making an appropriation therefor.
Amend KRS 210.502 to add specified persons to the Kentucky Commission on Services and Supports for Individuals with Mental Illness, Alcohol and Other Drug Abuse Disorders, and Dual Diagnoses and specify terms of membership; amend KRS 210.504 to permit establishment of workgroups, clarify duties and include strategies to increase public awareness and reduce stigma associated with mental illness and substance abuse disorders and require two-year workplan for the commission, and delete the sunset clause; amend KRS 210.506 to specify participation from population groups; amend KRS 210.509 to require councils to address regional barriers, workforce issues, community based hospitalization, and housing options, report on the use of flexible funding to the commission, require recommendations each odd-numbered year, and delete the sunset clause; amend KRS 210.040 to require cabinet to require quality assurance and improvement processes from all providers who receive public funds; appropriate $11,000 for fiscal year 2003 and $11,000 for fiscal year 2004 to cabinet and appropriate $14,000 for fiscal year 2003 and $14,000 for fiscal year 2004 for use by regional planning councils.
HB 177 - AMENDMENTS
HCS (1/FN) - Retain original provisions except specify that membership on regional planning councils shall include providers of services to adults, older adults, and children and include representation from public and private hospitals that provide mental health and substance abuse services; and change appropriation from $25,000 in FY 2003 and $25,000 in FY 2004 to $11,500 in FY 2003 and $11,500 in FY 2004.
HCS (2) - Retain original provision; delete appropriation.
HCA (1/Title, H. Moberly) - Make title amendment.
HFA (1, B. Heleringer) - Restore the appropriation that was included in HB 177 HCS1.
