HB 193/CI (BR 1029) - S. Riggs, K. Hall, B. Heleringer, J. Jenkins, R. Wilkey
      AN ACT relating to crimes and punishments.
     	Amend KRS 434.840, 434.845, and 434.850, relating to unlawful access to a computer, to amend various definitions; add definitions of "effective consent" and "owner"; remove altering or damaging a computer as an element of unlawful access to a computer in the first degree; require that a person must act without the effective consent of the owner to be guilty of unlawful access to a computer; and establish a range of penalties for unlawful access to a computer in the second degree. 
 
HB 193 - AMENDMENTS 
      HFA (1, S. Riggs) - Clarify the definition of "owner."
       HFA (2, S. Riggs) - Amend KRS 434.840, 434.845, 434.850, 434.855, and 434.860 relating to unlawful access to a computer, to amend various definitions and to make conforming amendments; add definitions of "device," "effective consent," "loss or damage," and "owner"; remove altering or damaging a computer as an element of unlawful access to a computer in the first degree; require that a person must act without the effective consent of the owner to be guilty of unlawful access to a computer; increase penalty for unlawful access to a computer in the second degree to a Class D felony; and create two new sections of KRS Chapter 434 establishing crimes of unlawful access to a computer in the third and fourth degrees and establish a range of penalties therefor.
       SFA (1, D. Williams) - Amend KRS 520.100 to expand the crime of fleeing or evading police in the second degree to include a pedestrian fleeing a peace officer when the pedestrian creates a substantial risk of physical injury to any person.
