AN ACT relating to operator's licenses.
     Amend KRS 186.410 to require that applicants for an instructional driver's permit who are under 18 years of age complete the mandatory driver training before taking the road test for an operator's license, instead of within a year of receiving the license; amend KRS 186.412 to require persons under 18 at the time of application for a permit to have a parent, guardian, or other responsible party attest to the applicant's completion of 30 hours of driving experience and to require the Transportation Cabinet to develop a form or include space on the application for parents to attest; amend KRS 186.574 to conform; delay effective date until 1/1/2003.
