AN ACT relating to government contracts.
     Amend KRS 45A.695 to, unless prior approval has been received after full disclosure, prohibit an agency from entering into a contract or agreement wherein it is not the original party to the contract or agreement; prohibit an agency from amending or modifying a contract or agreement to obtain services unrelated to the original purpose; prohibit an agency from amending or modifying a contract or agreement for the benefit of another agency; prohibit an agency from entering into a contract or agreement that contains a provision which would allow another agency to utilize the contract or agreement to obtain services unrelated to the original purpose.
