HB 402/FN (BR 810) - H. Moberly, J. Draud, P. Clark

     AN ACT relating to teachers and declaring an emergency.
     Amend KRS 157.420 to require that beginning with the 2002-2004 biennium teachers be granted a percentage increase in compensation at least equal to the cost-of-living adjustment that is provided state government workers under KRS 18A.355; create a new section of KRS Chapter 157 to specify that a local school district may develop differentiated compensation programs that provide additional compensation above the single salary schedule; require the Kentucky Board of Education to promulgate administrative regulations defining the factors that may be included in a differentiated compensation plan and procedures for approval; establish a professional compensation fund to provide grants to local districts; require the Kentucky Board of Education to promulgate an administrative regulation defining the criteria to be used for granting funds to districts; require the Kentucky Department of Education to assist districts and to gather data relating to the impact of differentiated compensation programs and make recommendations to the Interim Joint Committee on Education; create a new section of KRS Chapter 164 to create a teacher certification loan program to provide forgivable loans to emergency certified teachers and fully certified teachers who are willing to seek additional certification in hard-to-fill or critical shortage areas; amend KRS 156.553 to make the Teachers' Professional Growth Fund more flexible; require the Interim Joint Committee on Education to conduct a study of the effectiveness and efficiency of the principal and teacher internship programs and make recommendations to the Legislative Research Commission; EMERGENCY.

HB 402 - AMENDMENTS


     HCS/FN - Retain original provisions, except add statement that the base funding level in the program for support education excellence in Kentucky shall be increased by a dollar value equal to the annual required percentage increase calculated on the total previous year's teachers' salaries; change "certified" to "qualified" in reference to emergency certified teacher serving in an area where a qualified teacher is unavailable; clarify definition of "qualified teacher"; amend KRS 157.390 allowing funding for instruction and program materials and other related costs for classroom mentors.
