HB 57/FN (BR 449) - S. Nunn, J. Haydon
AN ACT relating to licensed professional clinical counselors.
Amend KRS 335.500 to define "credential holder," "licensed professional clinical counselor," "licensed professional counselor associate," and "practice of professional counseling"; amend KRS 335.505 to prohibit the practice of professional counseling without first obtaining a valid license; amend KRS 335.510 to create the Kentucky Board of Licensed Professional Counselors and establish a term length of 4 years; amend KRS 335.525 to establish the requirements for a professional clinical counselor license and a professional counselor associate license; permit certain currently practicing certified professional counselors to become licensed professional clinical counselors; permit a currently practicing certified professional counselor associate to become a licensed professional counselor associate; amend KRS 335.527 to require 60 hours of graduate coursework and specify required course subjects; amend KRS 335.515, 335.535, 335.540, 335.545, 335.550, 319.015 and KRE 506 to conform; and repeal KRS 335.530.
HB 57 - AMENDMENTS
HCS/FN - Retain original provisions, except delete definition of "approved supervisor"; clarify that the prohibition against engaging in the practice of professional counseling without a license does not apply to a person who engages in victim counseling or advocacy, and is not intended to limit the activities of a sexual assault counselor, victim advocate, or crisis response team, or a person certified to provide court-ordered domestic violence offender treatment services; clarify the name of the agency that nominates persons to fill vacancies to the board; technical changes; amend KRE 506 to delete references to certified professional counselor and licensed professional clinical counselor; and amend KRE 507 to provide that communications between a licensed professional clinical counselor or licensed professional counselor associate and a patient are privileged.
HFA (1, S. Nunn) - Delete the provisions relating to KRE 507; amend KRE 506 to refer to a licensed professional clinical counselor or licensed professional counselor associate, rather than a certified professional counselor.
SCS/FN - Retain all original provisions except amend KRS 335.525 to encourage each applicant for a professional clinical counselor license to include as part of the total hours of experience a minimum of ten hours of direct counseling with individuals in a jail or corrections setting.
