AN ACT relating to highway construction projects.
     Amend KRS 176.070 to define "life-cycle cost"; require the Transportation Cabinet to perform a life-cycle cost analysis on all highway projects funded in whole or in part with state funds that involve 15,000 square yards or more of pavement.
