     AN ACT relating to county coroners.
     Amend KRS 64.5275 to add county coroners to the salary schedule set out in that statute that is based upon the population of the county and years in service; amend KRS 64.185 to conform.

HB 661 - AMENDMENTS


     HCS/LM - Delete original provisions related to salary schedule; add coroners to training incentive payments in KRS 64.5275.

     SCS - Retain original provisions; and amend KRS 216B.020 to exempt from certificate of need requirements any clinics for the exclusive use of physicians, dentists, and other practitioners of the healing arts if those clinics or offices are located in a county containing a population greater than 60,000 persons and containing 8 or more cities with none of the cities having a classification higher than a city of the fourth class, and if those clinics or offices will provide primary care services, 24 hour emergency care services, and ambulatory surgical services.

     SCA (1/Title, J. Denton) - Make title amendment.

     SFA (2, M. Long) - Delete provisions amending KRS 216B.020, and insert new changes to KRS 216B.020 to exempt from the certificate of need process a health facility that will provide primary care services, twenty-four (24) hour emergency services, diagnostic imaging including magnetic resonance imaging, ambulatory surgical services, and such other outpatient services as necessary to serve the needs of the residents of a county if there are no review criteria for those other outpatient services in the state health plan and if the health facility will be located in a county that has no hospital, that has a population of sixty thousand (60,000) or more persons, and that also is a medically underserved area as determined by the Secretary of the Federal Department for Health and Human Services; require the Cabinet for Health Services to work in conjunction with a county seeking a health facility under this subsection to issue a request for proposal for a health facility no later than 4 months following the effective date of this Act; provide that if the cabinet and county both do not both agree on the selection of the proposal within two (2) months following the effective date of this Act, then there shall be no exemption from a certificate of need for a health facility under this section; EMERGENCY.

     SFA (3/Title, M. Long) - Make title amendment.

     SFA (4, T. Buford) - Make technical correction.

     SFA (5, C. Borders) - Retain original provisions; amend KRS 216B.020 to remove certificate of need exemption for clinics built by physicians; require interested providers to submit a notice of intent to the cabinet by July 15; allow fiscal court to make a selection if more than one (1) provider submits such a notice; sunset provisions on December 31, 2002.
