     AN ACT relating to the protection of adults.
     Amend KRS 209.020 to amend the definitions of "adult", "caretaker", "exploitation", and "neglect"; add definition of "deception" to mean misrepresenting or using misrepresentation; add definition of "intimidation" to mean threat of deprivation; add definition of "person of trust and confidence" to mean someone who has been entrusted or has assumed responsibility of an adult's funds, assets, or property; amend KRS 209.990 to include a person of trust and confidence as a perpetrator; increase the penalty if the victim is disabled or if the offense is committed by a caretaker; create a new section of KRS Chapter 209 to prohibit a claim of not knowing the age of the victim in order to reduce a penalty; exempt good faith efforts from criminal liability; require the court to set a speedy trial for victims age 65 years or over upon request; require the court to consider the well-being of an adult victim in considering a delay or continuance; amend KRS 387.510 to add a representative of a law enforcement agency to the definition of interested person or entity; amend KRS 387.770 to permit a representative of a law enforcement agency, a county attorney or the Commonwealth's attorney with direct interest to inspect related records; amend KRS 387.530 to permit a representative of a law enforcement agency to petition the court for a guardian or conservator for an adult victim; amend KRS 209.005 to add duties for the Elder Abuse Committee; create a new section of KRS Chapter 209 to authorize the cabinet to promulgate administrative regulations; amend KRS 510.060, 510.120, and 510.090 to include a person who is unable to protect themselves.
